Utility - Repair JobOper Hours and Costs

Question pertaining to the year-end cost rollup that many of you may be doing.
Does anyone know a definitive way to updated estimated jobs costs for jobs that have already been firmed up?  In other words, the open jobs made in 2022 wouldn’t pull estimates using 2022 Resource Group Rates.  They would pull 2023 Resource Group Rates.

I’ve come across the menu item under System Management->Rebuild Processes->Mfg/Distribution->Repair JobOper Hours and Costs.

Wondering if this utility is the answer and should be included post cost rollup processes similar to how we run System Management->Rebuild Processes->Mfg/Distribution->Recalculate Part Low Level Code before the cost rollup.

Also looking for any other tips you may have to improve the process.
