Modifying GL posting/booking rules

Trying this again with a different subject, hoping that it catches just a tad bit more attention...

Does anyone know who suggested the "GL Posting Rules" topic at our meeting on July 19th, and what business case, if any, was given as the context?  Beyond that, does anyone have a business case that they would like to suggest as an alternate?
